Question: How would you like to see our proposal? As a straight hourly rate without concrete deliverables or an estimate based on what the specific projects will cost?

Answer: The RFP requires you to provide a straight hourly rate for each of the three years of the contract as outlined in Attachment A. If you wish to separately indicate an estimate for the number of hours to complete certain tasks as additional information, that would be accepted, but the straight hourly rate for each of the three years must be separately identified.

Question: What is the budget you have set for this work over the three years? Are there spending down milestones that need to be met?

Answer: RCT has not set a specific budget for this work over the next three years. RCT’s budget is based on the availability of local, state, and federal funds and grants, which changes from year to year. Budgets to complete the various elements in the Scope of Work will be finalized when a task order for each element is developed and approved.

Question: Do you have a timeline for specific SOW items to be completed? Ex: new name, logo, and tagline by July 2024.

Answer: RCT has not set a specific timeline for the tasks in the Scope of Work. However, would like to start the branding work as soon as possible after the contract is awarded and would like to have the branding work completed by May 2024.

Question: Is there a specific portion of the budget dedicated to media outreach specifically? When do you expect the media to launch?

Answer: RCT has net set a specific budget for media outreach. RCT does not anticipate spending funds on media buys until after the branding work is completed.

Question: Regarding RCT’s RFP for Branding & Marketing Assistance, will you be considering partial RFP responses?

Answer: All of the items listed in the Proposal Contents section of the RFP must be included in a proposal in order for the proposal to be considered. RCT is seeking proposals from firms or teams of firms that demonstrate an ability to complete all the tasks in the Scope of Work.

Question: I would like to understand if the RCT accepts foreign vendors for this project.

Answer: RCT does not have any geographic preferences for vendors for this project. Any vendor regardless of geographic location must meet all the requirements and terms and conditions included in the RFP.

Question: Is this DBE requirement something we need to clear before submitting a response to the RFP or something we can make a good faith effort to accommodate if awarded the RFP?

Answer: If a vendor intends to subcontract a portion of the work included in the RFP, a good faith effort to partner with a DBE is required and that effort must be described in the RFP.

Question: What is the budget for services to accomplish brand development, website update, and branded assets, mentioned under the scope of work?

Answer: RCT has not set a specific budget for this work over the next three years. Question: Regarding the RFP's reference to implementing the new brand platform on the current website, do you see this as an update or a complete overhaul of the web experience?

Answer: RCT does not have a specific plan for the website update and will discuss the best approach for updates to the website with the selected consultant. The scope of website update will be determined in the process of developing and approving a task order for that work.

Question: Do you possess rider data that identifies core customer segments and target audience segments for potential growth?

Answer: RCT is in the process of developing a Strategic Plan, which has involved outreach to core customer groups and stakeholders. That data will be made available to the selected Branding & Marketing consultant.

Question: Will RCT work with marketing firms located outside of Vermont?

Answer: RCT does not have any geographic preferences for vendors for this project. Any vendor regardless of geographic location must meet all the requirements included in the RFP.

Question: When was the current website launched?

Answer: The current RCT website was launched in 2019.

Question: Who currently maintains the website maintenance?

Answer: The RCT website is currently maintained by Eternity Marketing.

Question: What are the current pain points with the brand and marketing?

Answer: RCT seeks to improve public awareness, perception, recognition, and understanding of the services it provides and the role it plays in the community.

Question: What is the overall wish for the rebranding of RCT?

Answer: RCT seeks to improve public awareness and understanding of the services it provides and the role it plays in the community. RCT seeks a refreshed brand that is fresh, easily recognizable, and clean.

Question: The budget listed on the RFP states from $250k to $500K. Is that range for the three year contract?
